Abstract

The revised standard deals with the planning of alarm management for the organisational and technical handling of alarms made by persons trapped in lifts. The standard is addressed to employers/operators, building owners, architects, specialist planners, technical inspection agencies, installation/maintenance companies and the emergency service. The responsibility of lift operators is defined by the Ordinance on Industrial Safety and Health (BetrSichV). The employer is responsible for the safe operation of the lift facility. Emergency alarm management is part of safe operation. The alarm serves to free persons who are trapped in the lift facility due to malfunctions. The presence of an alarm system is not yet a guarantee for a safe process of freeing persons. Only when employers know the processes of their facilities, they are able to implement effective procedures. This standard demonstrates how those being responsible for lifts can ensure that no persons are harmed by being locked in lifts for an unnecessarily long time because of organisational or technical weaknesses in the procedure. The standard contributes to sensitising all those being involved in the procedure to prevent risks for the lift user.
