This standard shall apply to the design of new and arithmetic verification of existing heating and cooling water distribution systems with the specific purpose of verifiably establishing hydraulic balancing at design level using regulating resistors or self-acting balancing valves. The hydraulic balancing minimizes the thermal and electrical costs. A decisive role for the controllability plays a sufficient "valve authority" of the control valves. In practice, there are different technical solutions that are dealt with in detail in this standard. Not considered are e.g. temperature-based control systems.
