The guideline is applied to cogeneration systems (CHP generation systems) subject to the German heating-cost ordinance (HeizkostenV), where heat is used completely (excluding emergency cooling), and describes methods for billing those costs for heat generation which can be apportioned. The guideline is not applicable to systems the costs of which are billed under the German AVBFernwärmeV (contracting, commercial heat supply).
