Abstract
This expert recommendation deals with the quality assurance measures for the use of predictive emission monitoring systems (PEMS), which can be used for the continuous monitoring of stationary source emissions as an alternative and/or fail-safe for automatic measuring systems (AMS). It covers fundamental aspects as well as the suitability test including minimum requirements and certification of PEMS. In this context, the various responsibilities and activities of the parties involved, such as manufacturer, testing laboratory, body, and operator, are also described. It also deals with the use of PEMS in natural gas-fired combustion plants. In this context, the requirements of the creation of the plant-specific emission model and sensor validation model, the verification of proper installation, calibration and validation, the initial and annual functional tests, and the tests during operation are described. In addition, requirements for the documentation of the various activities are specified. This expert recommendation adapts the requirements specified for AMS in the series of standards DIN EN 15267, in DIN EN 14181 and in the series of standards VDI 3950 for PEMS. This VDI Expert Recommendation is aimed at manufacturers of PEMS, suitability testing institutes, testing laboratories that check proper installation and calibrate and check such systems, plant operators who use PEMS to determine emissions, and supervisory authorities.
